content-typeが受け付けてもらえてない様子。
jqueryでcontent-typeを下記のように設定する。

  url: 'http://localhost/post',
  data: '<hoge>aa</hoge>',
  dataType: "xml",
  contentType : "application/xml",
  success: function(value){
    alert("ok");
  },
  error:function(value){
    alert("fail");
  }
